that's how the markets will probably react to the fiscal cliff deal. yes, to be sure, the worst effects have been put off, but only for a while. there's still those spending cuts. they've been kicked down the road by two months. there's the $16.4 trillion debt ceiling, which has to be raised. that's been kicked off a couple of months. and then you've got the appropriations, the whole budget process, which will come back before the spring is over. so time and again, the markets in europe are saying we've seen how difficult it is to do these deals. look at what happened with greece, with bailouts, with sovereign debt crises, with the euro zone. it was only at the very last possible minute that compromise was reached, that the big bargain was done. and if you look at the united states, even at a time of, a moment when really both sides needed to do more than the minimum, the markets will be saying they failed to do so. so, yes, they will be relieved, there won't be any immediate reaction, but the markets are certainly putting the politicians on notice tha

this is one of the problems that faces the fiscal cliff deal. a filibuster could arise. you and jessica were talking about that. the hope for any deal before january 1st is that somehow minority leader mitch mcconnell could convince his troops, convince the republicans not to block it with a filibuster. each individual senator makes up their own mind, each senator has the right to stage a filibuster. so that's not something he can control entirely. a bigger issue, though, i have to edadmit, when you look at senator mcconnell and why he's so important right now is that he needs to bring some republicans on board this deal for a couple reasons. first, they need those republican votes to get anything through the senate. and then second of all, speaker boehner needs some cover, he needs some way to convince republicans in the house that they should pass this deal. conservatives are putting pressure on all sides and republicans in the house want to be to say conservativings in the senate supported this. i can too for the good of the country even though i don't like it. these

you think both sides have decided it's in their political interest to go over the fiscal cliff. is that right? >> yeah, you never want to rule a deal off the table because we have lived through so many rounds of brinksmanship that have ended in deals over the years. in this case, i think democrats think they get a better deal on policy by going over the cliff. that they end up getting more in taxes with less in spending cuts than they would get if they had to cut a deal right now. and republicans have persuaded themselves not completely convincingly in my view, but they have persuaded themselves it's much better to accept slightly higher taxes that they themselves don't have to vote for directly, even though they'll still be casting a vote for new tax rates, they'll be able to say, well, taxes have already gone up and we're just voting to cut them. so that's sort of how, at least, i think both sides are persuading themselves to sort of tip-toe off the cliff. >> and charles, i know you think republicans have more to lose here, but does either side get a boost from this? >> i don'
